Liberty Pharmaceuticals, Inc., a Vietnam-era, Veteran-owned small business concern, was established in 1996 as a continuation of the federal government Sales and Marketing Program that was originally developed in 1979 by its President/CEO, Joseph C. Tarantino. In fact, virtually every current [and former] “generic drug government program” in the industry has followed the lead set by the government programs developed by the current management team of Liberty Pharmaceuticals [beginning with Goldline/Generix Drug Corp. in 1979, which introduced the generic drug concept as a cost-effective alternative to expensive brand drugs to the Government Class of Trade; refined at Whiteworth/Towne-Paulsen; and developed as a leader in generic drug sales to the federal government through the program he established at Moore Medical Corp. (MMC) between 1988-1995].

While directing the government program at MMC, Mr. Tarantino developed, implemented, managed and fine-tuned the program that is now utilized by Liberty Pharmaceuticals. Liberty built a successful foundation based on the establishment of long-term relationships between the Company and its partners in pharmacy within the federal government. The great success of the government program developed at MMC was a direct result of hiring retired key military pharmacy people with significant direct experience in dealing with the unique infrastructure of the military, with special emphasis on the United States Army.

Over the past 17 years, Liberty has maintained many of those long-term relationships with current and former members of the armed forces within pharmacy service of various commands throughout the United States. One such relationship began when retired Master Sergeant James O. Shelley, PhD, from Moncrief Army Community Hospital, was hired by Mr. Tarantino and then promoted to National Sales Manager for the Government Division of MMC. That +22-year relationship continues today as Dr. Shelley is the National Sales Manager for Liberty. He has brought, and continues to bring, a tremendous amount of insight and knowledge to the table based on his personal understanding of how things work, and what needs to be done within Department of Defense Pharmacy Service Command. Dr. Shelley has proven his effectiveness in working with, and at, all levels of the military chain of command.

Our goal at Liberty Pharmaceuticals is to bring the best product and service available in the industry to our Government partners without compromising integrity and honesty. Liberty has a proven +17-year history of placing the needs of its government customers first, and of not compromising integrity for the pursuit of a sale.

It is the job of Jim Shelley, Executive Vice President of Government Sales, to insure that the needs and requirements of our customers are met to their total satisfaction. We have established a network of military customers throughout the United States where our commitment to quality products at competitive prices has been put to the test. We have passed that test over time because the federal government is our only customer and we have learned that being in tune with the needs of our customers relies on our ability to be flexible when customizing our government program to meet those needs whenever necessary.

The military, and specifically the Army, has always been our most important customer. We our proud to list the following key Army accounts as part of our successful government program: Moncrief Army Community Hospital, Fort Jackson; Eisenhower Army Medical Center, Fort Gordon; Winn Army Community Hospital, Fort Stewart; Martin Army Community Hospital, Fort Benning; Ireland Army Community Hospital, Fort Knox; Blanchfield Army Community Hospital, Fort Campbell; Madigan Army Medical Center, Fort Lewis; and Darnall Army Medical Center, Fort Hood.

The management team at Liberty Pharmaceuticals will continue to develop, refine and deliver products and services that meet the needs of Pharmacy [utilizing Federal contracts] available through the Government Prime Vendor Program; Drop-Shipments on a “Bill To – Ship To” basis; and/or through utilization of Government Credit Cards.

While Liberty has developed into a multimillion dollar company based on sales of unit-of-use prepacked generic drugs, it has now expanded its scope to include standard bulk size pharmaceuticals. Working in conjunction with a select group of drug manufacturers, Liberty expects to capture a significant portion of a targeted +$1.0 billion market as it continues to expand its product line to meet the needs of our government customers.
